Kusha Baharlou is an experienced policy and regulatory leader with a track record of delivering complex reforms across government and regulatory settings in Australia and the UK. He has led teams to deliver key initiatives, including reforms to the NSW Government Investment Framework, UK-wide regulations protecting consumers and businesses from scams, cross-government policy and regulatory reform, and resolutions to high-stakes regulatory disputes.

With experience managing multidisciplinary teams of economists, technical specialists, policymakers, lawyers, and communications professionals, Kusha places strong emphasis on capability-building and fostering collaborative, high-performing teams. He has successfully built and managed relationships with stakeholders across government agencies, regulators, ministerial offices, central banks, industry associations, consumer groups, and corporate leaders.

Currently an Associate Director at NSW Treasury and Adjunct Lecturer in Business Analytics and Operations Management at the University of Sydney, Kusha brings a unique blend of policy, strategy, and leadership experience shaped by roles at the Financial Conduct Authority in the UK, AlphaBeta (now part of Accenture Strategy), and the NSW Cabinet Office.

Kusha holds a Master of Philosophy in Economics from the University of Oxford and a Bachelor’s degree in Economics with First Class Honours from the University of Sydney.
