Alex Humphrey Cifuentes, Frontier Economics

Alexandra Humphrey Cifuentes is an economist at Frontier Economics, specialising in regulatory and policy advice for both public and private sectors. She has extensive experience in urban economics, water, natural resources, and biodiversity, with a focus on evaluating measures that manage water security, mitigate flooding, improve waterway health, address urban heat, and support critical community infrastructure.

Alexandra regularly advises State and local governments, utility providers, and NGOs on integrated land use and service planning, helping to deliver more efficient, resilient, and sustainable use of scarce blue, green, and grey resources. Her work applies economic frameworks to address market failures and enhance environmental, social, and economic outcomes.

Notable projects include:

  • Leading strategic reviews to support land-use and water management decisions for new growth areas, such as Infrastructure NSW’s landmark review of Sydney’s Western Parkland City (South Creek catchment), identifying urban design and service delivery changes that could generate significant net economic benefits.

  • Assessing portfolios of supply- and demand-side measures to improve water security and wastewater management, including projects for Hunter Water and other utility providers.

  • Developing frameworks to value small-scale water efficiency, stormwater harvesting, and adaptive water management strategies.

  • Applying ecosystem services approaches to guide biodiversity and environmental management, including evaluating the costs of unmanaged feral animals in Victoria, managing marine pest incursions, and valuing social and ecological services in Metropolitan Rural Areas.

Working across Frontier’s Asia-Pacific offices in Australia and Singapore, Alexandra collaborates with teams worldwide to bring integrated expertise to complex policy and regulatory challenges.
