Deal or No Deal? Designing Household Investment Policies for Impact and Equity

Household investment policy can be designed to promote a range of social objectives, and those objectives likely shape design choices and outcomes. Governments may target uptake (number of investments), scale (investment size), system-level effects, and cost effectiveness, while also aiming to reduce inequality. Of these objectives, cost effectiveness and reducing inequality speak directly to two of the most prominent public concerns: getting more impact per dollar and distributing benefits more fairly. We will discuss key policy design attributes and mechanisms, including mechanisms as simple as game shows like “Deal or No Deal”. A prominent recent example is the 2025 Cheaper Home Batteries Program.

Rohan Best is an Associate Professor of Economics at Macquarie Business School. His research sits at the intersection of economics and finance, with a strong focus on energy economics and household finance. He is widely recognised for influential work on renewable energy and the energy transition. His research has been published in leading journals including Energy Economics, Ecological Economics, Environmental and Resource Economics, Energy Policy, Applied Energy, The Energy Journal, Australian Journal of Agricultural and Resource Economics, Economic Record, Australian Journal of Public Administration, and Journal of Cleaner Production. Rohan worked in the financial services sector and the public sector prior to joining Macquarie.
