In a report commissioned by the Centre for Independent Studies last year, I find evidence that Australia’s current childcare policy regime, with its emphasis on institutionalised childcare and its brutally voluminous regulations, is not optimised for the nurturing of children based on research and policy experience, but instead follows the logic of bureaucracy and technocracy – a finding that even the Productivity Commission missed in its recent report on the sector.

Professor Gigi Foster is Professor of Economics at the University of New South Wales. Educated at Yale University (BA in Ethics, Politics and Economics) and the University of Maryland (PhD in Economics), her research focuses on behavioural economics, the economics of education, social influence, time use and Australian public policy. Her work has been supported by multiple Australian Research Council grants and published in leading international journals, including Quantitative Economics, the Journal of Economic Behavior and Organization and the Journal of Population Economics.
Named the 2019 Young Economist of the Year by the Economic Society of Australia, Professor Foster is one of Australia's leading economic communicators. She regularly contributes to public debate through the media and co-hosts The Economists on ABC Radio National with Peter Martin AM.
